Has Turkey failed in education? Is success in education a necessity? And for whom is Turkey&#8217;s educational underperformance a problem?<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\"  src=\"data:image\/gif,GIF89a%01%00%01%00%80%00%00%00%00%00%FF%FF%FF%21%F9%04%01%00%00%00%00%2C%00%00%00%00%01%00%01%00%00%02%01D%00%3B\" data-layzr=\"https:\/\/www.dmy.info\/wp-content\/uploads\/2026\/03\/image.png\" alt=\"\" class=\"wp-image-15651\"\/><\/figure>\n\n\n\n<p>Just as individuals plan their careers according to their own abilities and goals, countries too can have different circumstances. Turkey cannot be considered a failure simply because it has not achieved its targeted educational success. For someone whose ancestors were academics, graduating from university is an ordinary event \u2014 whereas for a shepherd&#8217;s child, it is extraordinary. Every kind of success must be assessed against one&#8217;s infrastructure and background.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is Turkey&#8217;s background?<\/h2>\n\n\n\n<p><a href=\"https:\/\/dergipark.org.tr\/en\/download\/article-file\/9989\">Ottoman statistics from 1907<\/a> show a population of approximately 19 million and 639,000 students. Of these students, 197,000 (30%) were enrolled in non-Muslim schools. Moreover, since non-Muslim schools offered better education, one third of their students were Muslim. Historians such as \u015eevket Pamuk and \u0130lber Ortayl\u0131 have written that Turks were encouraged to become civil servants or soldiers. It therefore appears that non-Muslims took on the role of mediating the state&#8217;s relationship with science and commerce.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\"  src=\"data:image\/gif,GIF89a%01%00%01%00%80%00%00%00%00%00%FF%FF%FF%21%F9%04%01%00%00%00%00%2C%00%00%00%00%01%00%01%00%00%02%01D%00%3B\" data-layzr=\"https:\/\/www.dmy.info\/wp-content\/uploads\/2026\/03\/image-1-1024x559.png\" alt=\"\" class=\"wp-image-15654\"\/><\/figure>\n\n\n\n<p>The Ottoman Empire, Turkey&#8217;s predecessor, raised its citizens to be soldiers, and the Ottoman legacy itself was rooted in earlier Turkic states that were regarded as warrior nations. When evaluating Turkey&#8217;s educational journey, one must bear in mind that the career path mapped out for Turks in ancient times was military service. Literacy and learning are new pursuits for Turks. Transitioning from a military background to academia is not impossible, but it is difficult. Furthermore, looking at Turkey today, its imperial rhetoric may mean it is still primarily focused on producing soldiers and laborers. <strong>Every Turk is born a soldier,<\/strong> not an academic&#8230;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img decoding=\"async\"  src=\"data:image\/gif,GIF89a%01%00%01%00%80%00%00%00%00%00%FF%FF%FF%21%F9%04%01%00%00%00%00%2C%00%00%00%00%01%00%01%00%00%02%01D%00%3B\" data-layzr=\"https:\/\/www.dmy.info\/wp-content\/uploads\/2026\/03\/image-6-687x1024.png\" alt=\"\" class=\"wp-image-15661\"\/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\">Turkey as an Average Country<\/h2>\n\n\n\n<p>Not every country excels in the same areas. Some are strong in science, some in trade, and others in domestic peace and stability. Just as Turkey is average across many domains, so too is it average in education. The OECD is an organization composed of relatively developed nations, and being close to the average within it is no small feat. <a href=\"https:\/\/hdr.undp.org\/data-center\/human-development-index#\/indicies\/HDI\">Turkey has risen from 87th to 45th place in the Human Development Index (HDI) over forty years.<\/a> During the same period, <a href=\"https:\/\/www.undp.org\/tr\/turkiye\/press-releases\/undpnin-yeni-raporuna-gore-turkiye-insani-gelismede-193-ulke-arasinda-45inci-sirada\">mean years of schooling increased by 4.4 years and expected years of schooling by 10.4 years.<\/a> In other words, just as Turkey has surpassed the world average in many areas, it has also made significant progress in education.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\"  src=\"data:image\/gif,GIF89a%01%00%01%00%80%00%00%00%00%00%FF%FF%FF%21%F9%04%01%00%00%00%00%2C%00%00%00%00%01%00%01%00%00%02%01D%00%3B\" data-layzr=\"https:\/\/www.dmy.info\/wp-content\/uploads\/2026\/03\/image-10-1024x559.png\" alt=\"\" class=\"wp-image-15666\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Mediocrity in Education is Inevitable Without Incentivizing Knowledge<\/h2>\n\n\n\n<p>There has long been a mistaken belief in Turkey that Western progress was achieved through longer years of schooling. Quantity without quality only generates cost. Without tolerating diverse perspectives and rewarding knowledge, no real difference can be made. For instance, all teachers receive the same salary regardless of performance. Most teachers, evaluated solely on years of service, find no incentive beyond simply waiting out the years. Indeed, <a href=\"https:\/\/dergipark.org.tr\/tr\/download\/article-file\/1616234\">a regulation granting bonus points to teachers who write books or publish academic work was challenged by unions and subsequently annulled.<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\"  src=\"data:image\/gif,GIF89a%01%00%01%00%80%00%00%00%00%00%FF%FF%FF%21%F9%04%01%00%00%00%00%2C%00%00%00%00%01%00%01%00%00%02%01D%00%3B\" data-layzr=\"https:\/\/www.dmy.info\/wp-content\/uploads\/2026\/03\/image-9-1024x559.png\" alt=\"\" class=\"wp-image-15665\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Realistic Goals Are Needed<\/h2>\n\n\n\n<p>An education system left to mere duration and quantity \u2014 much like parents who hand their child&#8217;s education entirely over to schools without involvement \u2014 is bound to fail. Simply extending compulsory education is not the solution. Imitative institutions and laws that ignore people&#8217;s actual needs struggle even to meet basic standards. Local solutions like the Village Institutes, which were not copied from the West, could not be sustained by the administration. Here lies a dilemma: the administration, lacking confidence in itself, cannot stand behind anything it hasn&#8217;t imitated. It instead makes random changes just to appear active. <a href=\"https:\/\/tr.euronews.com\/2019\/05\/23\/egitim-sistemi-sil-bastan-2002-den-beri-16-kez-degisen-yeni-modelde-ne-var\">Some refer to the system, which has changed 16 times since 2002, as a jigsaw puzzle system.<\/a> The results of education only become apparent across generations.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\"  src=\"data:image\/gif,GIF89a%01%00%01%00%80%00%00%00%00%00%FF%FF%FF%21%F9%04%01%00%00%00%00%2C%00%00%00%00%01%00%01%00%00%02%01D%00%3B\" data-layzr=\"https:\/\/www.dmy.info\/wp-content\/uploads\/2026\/03\/image-11-1024x559.png\" alt=\"\" class=\"wp-image-15667\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">What Is Needed Is Not More Schooling, But Patience<\/h2>\n\n\n\n<p>Patience is needed for the creative destruction brought about by scientific research. Patience is needed for the trial-and-error processes of teachers with differing views. Patience is needed for the Western educational model we have been borrowing for a century, for the newly established examination system, for girls&#8217; access to education, and for becoming first an average country and then a great one. A decision must also be made: do we want change, and are we willing to actually change? Are we ready to pay the price that change demands?
